- Countries that have signed the Hague Convention on the International Recovery of Child Support and Other Forms of Family Maintenance

- Certain foreign reciprocating countries designated by the U.S. Department of Health and Human Services
If the country where the other parent lives is one of these approved nations, Illinois can begin enforcement through its Division of Child Support Services in cooperation with the international agency or court system in that country.

When There Is No Agreement with the Foreign Country
Not all countries have an agreement with the United States. If the parent responsible for support lives in a country that is not part of the Hague Convention or another recognized agreement, enforcement becomes more difficult.

- Hire a private attorney in the foreign country to pursue enforcement under that country’s legal process
- Attempt to serve legal documents internationally and seek a judgment in the United States that may eventually be recognized abroad
- Work out voluntary payment arrangements outside of court
Although this route is often more complicated and expensive, it may still be an option, especially if a large amount of unpaid support is involved or if all other efforts have failed.
Registering a Foreign Support Order in Illinois
The process also works in the other direction. If an international court has issued a valid support order and the parent who owes support now lives in Illinois, that order may be registered and enforced here. Through the Uniform Interstate Family Support Act and Illinois courts, foreign orders may be recognized and enforced as long as they meet the state’s legal requirements.
